Before you start crying for whatever reason you must remember that the cartridge was almost full when they had the idea of also including Kanto, and after Iwata did the super compression it left more space to add most of the Kanto region, but not everything, just see how the Cerulean Cave, Pokémon House, Safari Zone, Seafoam Islands, and the complete Cinnabar Islands were scrapped, the Mt. Moon was reworked into a minimal cave, Viridian Forest was turned into a maze, Power Plant was is no longer a "dungeon", etc.
