Because gen 4 hacks were really hard to do, and when Pokemon Essentials came out people gave up on hacking roms almost entirely.

The most annoying type of person that you see in /rheg/. Why make Gen IV hacks when you can make gen III hacks that look better then the DS games? Compare Glazed with Platinum, Glazed just looks much better (and that's coming from a Platinum fan).

Like another said, gen III is by far the most documented gen and has a ton of really intuitive programs that help you when creating a hack.
Gen I and II were completely uncharted territory until Adam made Brown and Prism and released a couple of tools for that.
Gen IV and V are still mostly encrypted and we can't really do much more than changing typings, movepools, replacing sprites etc.

There isn't as much tools or documentation and there's alot of reliance on ASM stuff.Also nice 4s OP.

because the tools require alot of effort to get working and actually editing stuff beyond encounters and trainer teams and the few people who have figured out how to do stuff have given us little to no documentation
