even though thats the entire reason the gamefreak even uses the classification, they are SUPPOSED to be better, theyre just real fuckin bad at balance so shit like the regis and type null existits more to do with the fact that all legendary pokemon are unbreedable and therefore have an extremely increased likelihood of being created via cheating, since even with iv locks in the new games the chance of getting just a 5iv one with the nature you want is like almost 1/2000 minimum, and much less getting one with the correct dump stat
and more to the point, ones that ARE cheated give players who cheat a notable advantage over those who dont since ones who do not have to invest literal hundreds of hours worth of resets just to get one, or with bottlecaps are entirely at the mercy of receiving them as rewards from the lottery and shit
if you remove all that from the equation and like blanket ban those that can only be obtained via restricted encounters rather than breeding or chaining, then you eliminate 99% of what advantage is gained from cheating/generating pokemon, and it stops being an issue
