The easy answer is “GameFreak is a bunch of lazy cunts and know people will buy their games no matter what”

The actual answer is because they made the floating animations for a dumb gimmick they never used again and based all the attack animations off of that gimmick and used standing animations for Amie and didn’t base anything but affection animations off of them. They COULD use the standing animations as a base for new attack animations, but we all know they won’t

Same. I think Flying and levitating mons should be in the air, but when roosting, knocked down, under gravity, or holding an iron ball they should use their standing animations.

This leaves a handful of problems though, like Doduo/Dodrio.

Because then they’d have to make another set of animations for the standing set too. Released from ball, idle, idle flavor (the little wiggles or whatever the Pokémon does when it’s waiting for an attack), hit by move, special attack, physical attack, faint, etc. They already know people will buy regardless

When grounded the Doduo line should just sit down like a nesting/sleeping ostrich.

Their legs vanish underneath their fluffy body when they do that (ostriches, emu, & other flightless birds), it'd be adorable to see the Doduo line do that.

Some excuses: you'd still have to animate transitions between standing and flying, unless you never had them flying in battle at all. Those transitions could also make battles run long if pokemon landed whenever they were put to sleep or KOd. And finally my own theory is that gamefreak wanted to make a conscious effort to make it more apparent which pokemon were immune to ground by showing them off of the ground. This could also explain why gengar lost levitate and why levitators like eelektross are weirdly animated to always float

you have them in Fly mode after using Fly or Bounce, which have an animation to remove them off screen anyways.

Or during sky battles.

Otherwise they're standing.

More than anything else cosmetic, I think it would massively increase my enjoyment of the games if every Pokemon had a battle-ready idle animation.
Pokemon Amie was a fucking mistake for a company as dangerously lazy as GF. I hate the 3D models lazily standing around in battle.

Now see I was going to suggest we animate flying Doduo/Dodrio as a helicopter, but that might do. Maybe for added emphasis, we have the line hop from foot to foot as a idle, to convey it's detachment from the ground.

salamence in particularly is supposed to be overwhelmingly proud of its wings, and takes every opportunity to fly/float/hover/be-off-the-ground-vibrating-in-place that it can get. so when it doesn't have to directly interact with you like in amie, it will be letting its legs atrophy.
