And then the only thing it's actually fully evolved for is the Red fight because it eats up XP in a game where that's a precious commodity.
Lapras is an absolute fucking treasure to have in Gen 2 though, and Magmar is solid, those are great choices.
I would personally put Typhlosion if it's GSC or Feraligatr if its HGSS.
Then some combination of Lapras, Heracross, Steelix, Scizor, Wobbuffet, Espeon or Umbreon, Gyarados, Kingdra, Bellossom or Gloom, Ampharos, or if you're feeling like a time investment, Smeargle.
