Aside from RDR2, I can't think of many games that have managed to show such complex and structured characters like Lysandre, Tierno, Trevor or Serena/Caleem. These aren't mere NPC's, they are living beings with multiple layers and whose deep emotional and relational universes perfectly permeate and complement the masterfully crafter world GF has created for us to explore.
And how can I end without mentioning the masterpiece that was Team Flare. From the grunts, to the admins, to the imposing and complex Lysandre, every villain feels like more than just an enemy. The gane takes the time to let the player get to know them, their feelings and their motives. You don't fight a cardboard villain build upon stereotypes and placeholder concepts like the likes of Flare, Plasma or Skull, no, you fight people.
Truly something that goes far beyond mere entertainment.
