What's the point of the anime? To me, it's having something cute to look at. Usually the Pokémon, but she's cute, so she fits right in.

Wow OP, you sure got me. How dare the show try to reuse characters instead of constantly making up new ones, saying "we'll meet again someday!", and then never bringing them back for any good reason. A lot of times they don't even bring back the reoccurring characters after a while.

It's almost like it's more focused on advertising Pokemon than making friendships look consistent.
