Considering the franchise went on another 17+ years after Gen III, I'd say no. Downfall means a massive loss of popularity, Gen III still sold extremely well.

I was going to quit in Gen IV because I felt it was stupid to have a new region full of older Pokemon's evolutions, but then HGSS came out and I was really excited because I could finally catch Lugia.

I guess a lot of people are going to drop the franchise after LGPE because it's a middle finger to older fans and return if SWSH is good or they make a Sinnoh remake that let's you catch Arceus.

RSE sold the least considering both games and their third versions
RBY > GSC > DPPt > SMUSUM > BWB2W2 > RSE

XY and remakes don’t have third versions so aren’t included. There was a massive popularity dip after Gold and Silver, as RS sold 16.22 million copies compared to GS’ 23.1 million, almost a 7 million difference. Pokemon was already dying by the time Gen 3 rolled around but Ruby and Sapphire certainly didn’t soften the blow

It qualifies by that definition because it was a pretty big sales drop compared to Gen1 and Gen2.
It doesn't qualify so much since the games have sold within a pretty similar range ever since; less a downfall and more a stabilization.

As a kid I thought "Wtf is this digimon shit" the first time I saw Blaziken.

For some of them I think it worked. Like kecleon for example. The more jagged lines and bright color palette than most things in Kanto and Johto made it look exotic enough to be recognizable as a pokemon from a faraway land, but it still looks like a pokemon.

Tajiri, Morimoto, Kawachimaru & Unno were all competent. Masuda suffers from George Lucas Syndrome, whomever was holding him back in Gens 3-5 is gone and Masuda's being going downhill ever since.

Ohmori has potential but Iwao is hopeless, Sword & Shield will determine whether Ohmori is just waiting for lightning to strike or if he's incapable but has his moments.

Overall I'd say the downfall would be around Gen 6 when the reigns on Masuda were let off although it could merely be a valley in the overall series if Ohmori can pull it back with SS.

How/why? That would probably be either V or VI. V was good but the soft reboot turned some people off, and XY began the quality/content decline, so take your pick.
