Those still sprites were the best thing it was possible to do with the hardware they had at the time, even now, if they try to make a better pokemon game on gameboy, they wouldn't be able to fit animations for all pokemons. But hardware now doesn't excuse not having well animated 3D models.
Machine rotated sprites, and mixels have never looked good, but their desire to make them animated as cheaply as they could overwrote every sense they had, even though they could have added manually animated sprites if they hired a third party.
