If a Pokemon can freely switch on a Pokemon and kill it, it's a counter.
If it can scare it away, but not necessarily have a free switch-in, it's a check.

That's how I've always understood it.

It checks it once.
The next time victini comes out it dies.
Wasting a moveslot for something that checks you once is a waste when you could have brick break for something that actually checks you forever (heatran).

If it catches the opponent off guard and OHKOs an extremely common counter/check on the switch, it is worth the moveslot.
You're probably the kind of player who says shit like "Why the fuck would you use (move/Pokemon), you are so fucking bad at this game, I should've won" when you get your ass handed to you from a prediction or unconventional attack choice.

It's still a check nonetheless. You switch out or you're dead.
Glaciate isn't that bad since it drops your opponent speed by 1.
This move can deal with a check and provides some utility, it's worth the moveslot.

I do agree that Heatran is a bigger problem, but your team might be able to deal with it just fine, leaving you with a free slot on Victini.
