Legendary Pictures have no fucking idea what they're doing. The beegachoo movie is going to be so profitable that Game Freak themselves will be inspired by it, and the franchise will sink even further.

He's being retarded. Det. Pikachu can't use moves for some reason but during the scuffle in the parade picks up a static charge and unleshes an electrical attack. Later on him and Tim are in the underground fight club, he tries to use the same attack and can't. The straining is him trying to access his electrical powers (he even makes reference to not being able to do it publicly, which makes me think no-one was looking when he let fly earlier in the film). Nigga never watched the trailer beyond going "B-BUT ARVALIS W-WAS W-ORKING O-ON IT, I-IT SHOULD B-BE ALL EDGY ANDB-B-BADASS"

Detective Pikachu is strongly implied to be Tim's missing dad, both in the game and the movie. That could be why he has trouble using attacks. There's also bits in the anime where Meowth explains that learning how to talk made him forget how to use attacks like Pay Day. Pokemon speaking human language outside of mimicry or telepathy impacts their battling ability.
