Alternatively, you can swap Regirock and Registeel and say the dots represent the magma (red), ice (blue), and rocks (gray) Gigas is said to have formed into Registeel, Regice, and Regirock, but my money is on the former.
Either way, they represent the existing Regis perfectly.
