Gamefreak has creative liberties to tweak a pokemons design/concept. Take a look at khangaskhan. There is nothing kangaroo like about it other than its pouch. Remove the pouch and its a generic monster. So yes, obviously a fox is not a dog but they are close enough to serve the same purpose in this theory

Gamefreak does what they do. I wont claim to know why or try to justify it. Just seems to me like the zodiac theory up to this point is a relatively accurate at predicting the potential fire starters. Even if you dont believe cyndaquil or fennekin dont fit the theory you have to admit 80% accuracy seems more than just coincidental
