It is excellent in RBY; I'm using one in a mono Bug run and he's my MVP.
Spore, Mega Drain, Leech Life or Slash, and Dig let it plow through most opponents.

Sure, he's got a lot of weaknesses, but also just as many good resistances. Plan around them. You get a free switch or heal on a water attack, and he goes well on trick room and rain teams. He's got decent bulk.

Also you can't hate the design.

At least parasect is the best false swiper, and can run gimmick sets like wide guard for doubles or act as a scaled counter.
