The mega is outclassed by M-Charizard, and even if it wasn't at least in VGC it would still be outclassed by M-Manetric.

Houndoom is one of my top 5 favorite Pokemon but the worst thing about it is how bad it's availability is. In GSC, you literally couldn't get it in a single cartridge until you beat the Elite Four. It wasn't in RSE until you beat the Elite Four and unlocked the Safari Zone even though it was the perfect Pokemon for Team Magma. Platinum gave you the ability for a somewhat early Houndoom but it sadly misses both the Grass and Ghost Gym. For whatever reason, Houndour is an annoying Pokemon to catch for in-game because it's either not available or it arrives way too late. It's not broken and it evolving in the early 20s would not make the in-game broken. I don't understand.

You forgot XD, it's available very early in it. Sadly XD is doubles only and Ninetails is mostly just better due to coming with Heat Wave and learning Flamethrower soon after.

Actually you still don't have access to Houndour until you beat the E4 because you need both upgrades (customizable areas and layout) to be able to find him.
