So I'm doing a playthrough of Diamond with just a Castform for fun. Should I stick with Ember, Water Gun, and Snow Powder or should I use the weather moves with just Weather Ball? PP is an issue

Choosing weather ball is fine, but spending two move slots on weather moves is not worth it.
Just pick your favourite one and fill the rest with TM moves.

You can get Thunder, Blizzard, Solarbeam and Fireblast TMs at the Veilstone Department store, all of them having a corresponding weather move.

Might also want to consider Water pulse, Flamethrower, Thunderbolt and Ice Beam down the line.

Those three moves should be able to hold you off until you start to get the better TMs, and learn Weather Ball. Castform's special movepool is actually really nice. It's probably a good idea to pick a single weather to set up, since it'll be stressed for moveslots otherwise, and TMs can cover anything the weather-boosted Weather Ball doesn't. I'd advise against Ice, mainly because it basically has no resistances and too many weaknesses.
