It doesn't make it 100% true but still.Anyway, the whole lithosphere&hydrosphere&atmosphere correlation belongs to gen 3 legendaries. Kyogre represents water, Groudon represents earth, Rayquaza represents air. This one is clear and obvious due to Hoenn's natural themes.

Last boss from Gale of Darkness uses legendary birds and Lugia in his team. Still, if you consider this evidence solid is up to you. For me, it's negligible.
