DP first released during Gen 6. Being finished during Gen 7 and having Gen 7 characters included doesn't make it a Gen 7 game.
If the Pokémon included during a game's development is what denoted the Gen for a side game then the entire list needs to be redone because shit like RRT/BRT and XD need to be made Gen 4 games even though they're not and Shuffle and Go is now a Gen 7 game as well even though they're not.
What matters is when they first released. not what was added later.
