Could Oshawott have become the “edgy popular water starter” before Greninja if it actually got a proper final evo? It even had similar beginnings

It was more that they couldn't think of one. They stated this an interview.

They went to an aquarium for inspiration, saw some seas, were inspired by how majestic they looked, and based Samurott on them.

It was a case of artist's block.

Nobody said anything about design quality or Incineroar, Samurott still looks like an otter and being quadrupedal makes it more similar to one, not less. It's only a problem because it has a Samurai theme and they clash with each other.

Because Oshawott was so damn popular. Just like with Rowlett and Piplup it overshadowed it's evolutions by a significant amount.

Personally I never liked that Samurott ditched the light blue entirely, and I was never a fan of it's beard either. And while it does still have otter in it's design I think it has too much of a seal's build. Otter's are slim, slender and long but Samurott has that stocky sort posture of a seal. Otter's also have long tails, and while Oshawott and Dewott have tails that grow with them Samurott has an ugly deformed fin on it's ass.

Samurott is such a fascinating case IMO, because it has a pretty solid design, but it's stance and pose clash so badly with its concept that it ruins the former for so many fans. There are tons of redesigns out there that completely do away with the design and instead go for bigger versions of Dewott, when all that needs to be done is to depict Samurott standing up.
Can anyone argue that the design is really bad on its own and needs a complete overhaul?

Like this? Aside from your second point of course. Still looks weird to me in my opinion, I feel like something should be done about the crotch area, maybe cover it up with armor like real-life samurai.

Have you guys forgot what makes Pokémon designs good? They keep things simple by not making the concept too literal. Adding more armor would just ruin the simplicity of the design.

Maybe. But as it stands, Gamefreak's design team admitted they had artist block and had a hard time making satisfying designs for Gen 5. As a result, they decided to pull a Rian Johnson and just make designs that would "subvert people's expectations."

simple doesn't work for this particular design. the transition from the highly detailed head to the buck naked body is jarring, in order to keep the most recognizable aspect of the design(the head) the way it is it needs more armor.

I wouldn't mind Samurott if they hadn't been so insistent with the seal body shape. Suspension of disbelief is a thing, but Samurott has nothing that suggests those weakass hind flippers can sustain its frame long enough to reach with one front flipper the opposite side, unsheathe and slash. It doesn't even have knees.
