People run U-Turn because it lets them control the momentum of the game. No one is sweeping with it.
Being able to guarantee safe switch-ins no matter how slow your opponent is would not be a nerf.

I think it's supposed to be a trade off for doing damage. Regular switches have priority over everything else but it means you give your opponent a free turn. You can trade that priority for doing damage (and potentially Ko'ing your opponent), but that means you now have to wait until the end of the turn. Following that line of thinking leads me to another suggestion:
