>>38195387The thing is though you're not going to be using the same HMs for every area of the game, also I don't see the issue with just having moves like Surf, Strength and Waterfall on your main team, they're decently strong moves. Fly is completely optional as is Flash, so we can ignore them.
That leaves us with Cut, Rock Smash & Dive. Dive is only ever used on the oceanic routes and Cut's usage is much more focused around the Western part of Hoenn since it's the first HM you get.
That being said I would like to see a Pokemon game where most of the HMs are very much exclusive to certain areas with never more than 2-3 HMs being used in a particular section of the map, like you might have your area where Cut is useful, your area where Rock Smash is useful, your area where Waterfall is useful and your area where Rock Climb is useful, there'd be some overlap between each area but alongside Strength and Surf it'd never be more than 3 HMs to an area.
