considering speed is a very dominant stat in the meta, how would you fix it?

speed is no longer binary. outspeeding is now chance determined by the two opposing pokemon's speed stats subtracted and turned into a percent.
also delete choice scarf

Switch to an ATB system instead of the binary first/second system.

Priority moves don't cause another recharge.
Flinch moves like Fake Out reset your opponents gauge, etc.

You only attack first if you have at least 50% more speed than the opposing pokemon. Otherwise you attack at the same time. Priority still works as now of course.

This. Make more games like Colosseum. Introduce players to doubles and show them how important speed control is. Trick Room, Tailwind, Icy Wind, Electroweb, Paralysis, ect. So many options. Battles would be so much more interesting in the main story too and leave way for much more interesting boss fights as well. Imagine fighting a boss NPC who's entire gimmick is something like Discharge + Earthquake with something like a Rotom and Garchomp.

Doubles is way more fun to play with far more gimmicky strategies. Weather, trick room, and other strange strats are easier to use and there's tons of doubles only moves other than MUH SPIKES.

This is probably why Game Freak will never "fix" speed.
Speed creep isn't much of an issue in doubles/VGC.
What was an issue was the large focus on priority moves back in gen 6, and Game Freak put the kibosh on the biggest culprits.

It's always bothered me that the one double battle (not multi-battle) of note in the entire franchise is fucking Tate and Liza using one shitmon each.
That would work if they were the third gym battle (Lunatone and Solrock's BST used to be only slightly higher than middle stage starters), but once you've got Surf and a full team they're a cakewalk.

Give every stat a priority value, with a very wide variety of priorities possible, with current high priority moves retaining very high priority. Then, make speed a multiplier for your priority stat on moves, higher speed higher multiplier. Whichever mon's move has a higher move priority * speed multiplier goes first.

Exactly. Imagine fighting gym leader's who are a bit like the Sinnoh ones who don't restrict themselves to an entire team of a single type. Imagine the grass gym leader having a Torkoal that has drought (or maybe just a fast fire type that uses sunny day) and has a Tropius that goes to town with Solar Power. Stuff like that would be awesome.

In Emerald they have a better team, and spam earthquake while having all levitate/flying type, so they can actually put up a good fight if your team isn't prepared for it.

Gear Up (+1 Atk/Sp.Atk) and Magnetic Flux (+1 Def/Sp.Def) buff all ally Pokemon with Plus or Minus. Most people don't know Gear Up exists though, and Ampharos and Klinklang are the only Pokemon that get them and benefit from them

Physical and special speed. Something like Vikavolt should be able to dole out lightning-fast physical attacks, but keep the 43 meme for special speed because charging up its cannon for Charge Beam and shit would take more work.

Speed is hardly the most important stat and I think its importance is greatly overstated

4 of the top 3 OU mons have sub-100 speed. Theres a lot more to a Pokemon match than just going fast.

Probably is Game Freak likes to design mons with super shit speed AND defense for some odd reason. Like vikavolt.

I'd buff slower mons. More moves, items, abilities, etcetera that benefit Pokemon that move last/second. This way you don't leave out middling speed mons. None of these things should make you go last though. That ruins the point because fast mons can then take advantage of it too.

Your logical fallacy can be proven wrong just by looking at how many Pokemon in OU are slower than Hydreigon.

See: Dragonite. Banned from UU. He's slower than Hydreigon but has other important tools like set-up and a better ability, defensive typing, etc.

Platinum and Emerald have a lot of natural double battles throughout and I really enjoy them for that.
Ruining trainers with a Earthquake+Levitate pokemon are always fun.

I don't think you understand fully.
A pokemon with only 65 base speed will still always outspeed a pokemon with a lower base speed and that's big.

It's not always about being the fastest, but it's always better to be faster.

Will be hard to explain but, moves should have a range of speed so it would influence a mons ranking in a turn by turn battle. Your speed stat will still be the same but for example if you go for Scald it should have a negative speed influence that could lower your speed base speed by let's say 10% for that turn that you used that move. It's RNG but it would work exactly how min/max works for attacking moves.
