You can make the argument that the anime has shown non-canon baby forms of some of these (baby lugia, baby miltank, baby nidoqueen, baby celesteela) to imply they just grow up naturally, but since those babified stages aren't in the game I find it kind of pointless still.
My problems with baby pokemon as is are the following:

Making them incense only means they aren't a natural and essential part of the evolution line, but rather a weird kind of side mutant, which leaves a lot to-be babies that aren't and a lot of "babies" that you can skip completely.
>not enough reward for going through the breeding bullshit processThe moves they learn are usually not that many, or that good. If they wanted babies to be relevsnt they should give them truly crazy shit, like actual unique moves (accelerock bonsly, psystrike chingling, plasma fists elekid, etc.), or give them access to cool abilities rewarding you for breeding them (sand stream bonsly, adaptability togepi, sheer force tyrogue, etc.).
