Bipedal humanoid creature that evolves into a quadruped with seal limbs but is supposed to retain the same samurai theme as its pre-evos? That's asking a lot. There was a reason Oshawott and Dewott were bipedal.
Basically whether you like Samurott or not depends on how much you prioritize uniqueness vs functionality in a design as well as a lot of imagination because of how clashing some of its concepts are (mainly being able to use swords on 4 legs/with its limbs/etc.). I'm not sure if the execution could have been better without it losing some of its unique traits - for example it just standing up would just be missing the point imo - but I think more strong-looking limbs would have helped a bit. Still a fascinating design, even if I don't like it much, and I appreciate what they were going for.
