Gen 3 was about the time I feel Game Freak hit their stride with the Grass-Type, prior to that the only stand outs imo were Exeggutor and Jumpluff, but in Gen 3 alone you have Cacturne, Breloom, Sceptile, Shiftry & Ludicolo one of the strongest line-ups for a type in a single generation, imo.
