Programmer here, the following pokemon system is literally just snake but with only one entity following you. It can be programmed in 30 minutes tops.
The expensive part is creating sprites for all of the pokemon, which they finished doing for HGSS.

I could imagine that they ran out of development time in DP to have all Pokemon follow you but then they didn't implement it in Platinum either after already having following Pokemon in the entirety of HGSS.
It just makes no fucking sense

You can't, not a current version anyway. It has pretty solid DRM unfortunately, but it really is worth the $4 and runs great on BlueStacks

I'll just add that if you really don't want to part with any money, melonDS is a fairly solid PC alternative with working WiFi and the black flickering dots solved. It's made by the guy who worked on WiFi for Desmume before Zeromus sabotaged it.
