My guess as to why so many Pokémon exist there is because of cartridge limitations at the time. Maybe to save space by creating less locations to visit and instead of have this gimmick. The safari zone isn't all bad but some of the catch rates and flee rates on a lot of the Pokémon you want are atrocious.

I remember my brother, cousin, and I staying up late, watching pro wrestling tapes, eating pizza, and surfing in the Safari Zone. We had two of the guide books and would challenge each other to find certain Pokemon first. Whoever won would get the last slice of Pizza, or would ask for a certain Pokemon in a trade..

..Pokemania and Childhood Innocence were tight, y'all... and we're never getting them back.

I’m confused at the concept. I would think a safari zone would moreso be a Pokémon refuge or nice place for them to live. Instead it’s a “game” where you go around trying to catch them and throw rocks at them.
