All of these legendaries were probably TPC's idea. Until the league is ready, there's nothing to do right now except shill products.

If it was restricted to minor legends/mythicals like Meltan, Shaymin, and Magearna, I'd say Kiawe would get a Heatran and Sophocles a Zapdos/Taikon.

The orbs were supposedly tools to control them for their purposes, not that the power to increase the surface of the planet or increase the sea level came directly from the orbs, Kyogre and Groudon do not need the orbs to fuck the planet.
