Because you either need to waste a move slot or party slot on a Pokemon with a weather ability, and either way you need to waste your item slot to make the weather last three more turns.

Hail and Sun are garbage.
Sand is ok but no one gives a shit about it.
The only weather worth complaining about is Rain but every proper team preps for Rain naturally because there are so many viable water resists and fat grasses in OU.
If your team is losing to rain it's probably also losing to specs Ash Gren, Rotom-Wash, and CM Keldeo, so it's not Rain being overpowered your team is just shit.
