So its likely that every Gym Leader you see has at one point beaten other Gym Leaders in their journey, and/or parts of the E4 and hit a roadblock and was asked to be a Gym Leader and given a type.
Remember Cheren says he was appointed Normal type to better balance out the region and how it worked essentially for new trainers. Whitney is likely the same way, she's cocky because she's actually good and this likely isn't her full-original team. She's a cry baby because she isn't used to losing and she's a cute teen girl.
