Game Freak, for some damn reason, really don't want you to obtain any of the sinnohvolutions during the main game.

In DP most of them were locked postgame.

In most games since then the items needed to evolve them were locked in postgame facilities.

Not to mention almost no NPCs use any of them, opting for the inferior versions.
