How does this effect the meta?

>Of it uses a damage dealing attack it becomes attack forme.
>If it uses a non damaging attack it becomes defence forme.

The forms are used for such a variety of things, I cant imagine how you could effectively use a Stance Change Deoxys- his forms need the right moveset.

Cant rely on 1 form for just 1 move. It could be fun though.

The forms are indeed so different that a Stance Change-style Deoxy would trip over itself trying to take advantage of it. Using OP's system, a simple moveset might be Recover + 3 Attacks, since Deoxys would be in defense form after recovering and thus likely survive most attacks. But Attack form is so fragile that it cannot take any damage in the first place without a focus sash, and then Defense form's 90 speed might cause Deoxys to take a SECOND hit before getting his chance to go back into attack form, defeating the purpose of recovering at all. Of course that is a simple example and I could be missing something, but he needs a preemptive, Mega Evolution-esque mechanic that let's him change before anything else happens, not something during the turn.

Just make form change based on opponents Pokemon, kinda like download but also changes to defense mode before an attack hits it UNLESS it was a priority attack.

Unless unlike with Aegislash the change happens after you use the move, you'd never actually be able to take advantage of the speed of the Speed Forme, unless if the opponent also uses a priority move, anyway.
