Since you get Aerial Ace from Winona it is one of the few TMs you are guaranteed to get on your journey and unless you're retarded or a contrarian you've already beaten Winona, in Gen 3 the following Pokemon can learn Aerial Ace via TM, are in the Hoenn Dex and aren't weak to Ice-Type (or Water-Type since Kingdra also has Water Pulse); Slaking, Shedinja, Sableye, Volbeat, Illumise, Zangoose, Crawdaunt, Kecleon & Absol.
You even mention having a Kecleon that you could've taught Aerial Ace to.
