beating pokemon 20 levels higher than you doesnt even give enough exp to level up

hypnosis and ancient power was enough
but i think there is something seriously wrong with the exp counter in this game, because even if it didnt scale with difference in levels it should at least scale with the level of the opposing pokemon

I believe it's a bootleg version of Pokemon Yellow made for the NES (or was it the SNES?) by Chinese.
Basically a total remake of the game from the ground up, for some reason.
OP has been posting threads following his playthrough of it for a while but I don't think he ever shared a download link.
