Only in Gens 3 and 4. But Gens 5, 6, and 7 have made this Pokemon much easier to acquire. Especially ORAS. Fishing underneath that bridge is a guaranteed Feebas encounter.

I got a fuckload of Feebas in X, gave them the scale + pokerus and got myself a lot of legendaries through GTS that way.

Magikarp was common because the programmers think that no way kids will expect the useless bastard turn into a huge scaly dragon-thing.

By gen III, we kinda knew that Feebas would turn into something awesome based on the presumption of Magikarp-Gyarados.
That's why they made that ugly son of a bitch so goddamn rare.
