So if Arceus, holding a Plate that gives Him dominion over the entire domain of psychic powers, tries to crush a tin can plant with His psychic powers, Mewtwo's power beats Him flat and square. Arceus gets ahead if, instead of using psychic powers per se, He invokes His very Judgement through the plate; but if Mewtwo either realises a bit more of its potential by mega-evolving or takes up a Kadabra's old spoon as a counterpoint to tat plate, Mewtwo wins even more. And in case of both holding a Z-crystal instead, Mewtwo wins too. (And it has enough control to attack against a physical defence instead with an even stronger Psystrike)
It's not complicated moveset optimisation, it's a simple comparison using all the same variables against the same target. It's what the games tell us against their powers in the psychic powers department.
Of course Arceus has a lot more up His hoof (and Mewtwo pack a pair of tricks as well). He can beat Mewtwo using His versatility instead of trying to out-power it on Mewtwo's own field of expertise (and vice versa). And of course Mewtwo can't create a universe, or a living being. It's just _stronger_ than God. That's the power it was given.
To me, at least, this makes for a better story, a better world, than "lol Arceus is omnipotent it just chooses to be defeatable".
I'm curious, though — is there a particular reason why the idea of a God that can Create but isn't omnipotent is inacceptable to you?
