Also pretty sure Looker transcends Generations, his role in Pt is about the same as Scott's in Gen 3 and in Gens 5, 6 and 7 he's completely detached from anything around Team Galactic, hell I'd argue Gen 6 was his best appearance since it built on his character.
Cynthia though, yeah I don't really get why they included her, so that one's definitely Sinnoh pandering, shouldn't have included her or Wally.
In addition, I dunno if I'd consider Red & Blue's appearance in Gen 7 to be pandering, they're not really there to revel in their Kanto days with the player, they just serve as replacements for the Battle Maison what's their faces that no one liked. Rainbow Rocket strikes me as the more direct case of Gen 1 pandering.
