You need to optionally decide to turn them into a mega.
Which would mean you can choose NOT to turn them into a mega.
Which would mean you could just put a charizard and a sceptile on your dragon team, as long as they're holding mega stones, and decide to never mega evolve them, therefore having two pokemon that aren't dragon types on your team.

Zard X wouldn't even be that good on mono dragon, dragon is strapped enough for teamslots as it is. You basically need rocks garchomp, z kommo-o, kyurem b, scarf latios, one of mega altaria or latias (altaria is better), and band dragonite.
Zard X is fantastic on mono fire, that's where it belongs.
