He hasn't been directly involved with the creative process since gen 3, he's mostly just in charge of the entire franchise and is probably mostly interested in making sure Pokemon/character designs and story elements fit his overall vision, rather than getting involved with gameplay elements. It's the latter Masuda is blamed for.

Because he hasn't done shit since g/s/c. He laid the foundation and told masuda to do his thing while he collects his royalty checks. Also he seems like an extremely cool dude in the like 2 interviews I can find

He's got nothing to do with the franchise as a whole. He's CEO and likely COO of Game Freak and executive producer on all the pokémon games they make.

Tajiri left after Gen 2, and nobody shits on anything before Gen 3. If anything, Tajiri should have stayed on. He's the only developer at GF that knows what the fuck Pokemon is supposed to be about.
