No, I'd rather the gym-leaders had counter moves and Pokemon with unique type combinations that made it more difficult to just blow through the gym.
Having a dedicated evasion team is stupid and shouldn't be in main-line games, leave it for the romhacks.

You could combine both though. I particularly like the idea of a gym tat uses weather or entry hazards.
To me, gyms should be an opportunity for players to become familiar with different concepts of battle. Maybe one gym has a stall team, or another uses baton pass. That way the gyms prepare players for more advance gameplay.

I think this would work better for the league
For example
Elite4: spdef, def, atk, spatk
Champion: Speed
So the game will push you on using a versatile team which can defeat those specialists, rather than making one counter team for each one and change everytime.

I'm not defending the evasion thing but it wouldnt be as hard as you're making out to be. There would be plenty of viable ways to deal with it. And a game that forced you to use several pokemon/moves for several situations (like an actual pokemon master) would be okay

Idk about main games, but I remember in PS2 Koga would focus alot on evasion and I think lowering your accuracy. That's the only one that stuck out to me
