The best option to beat Brock if you pick Charmander is to just use ember against their weak special stats and if you can't 2hko, don't attack on Bide turns. Otherwise you will beat Onix and Geodude 1v1 and may or may not need a potion to solo with Charmander depending on the AI choices.

The special attack stat was so poorly explained in gen 1 that I don't even think most of the Nintendo Power writers understood what it did. The only place I ever remember seeing it explained was a small blurb in the Yellow version strategy guide.
