It's showing an example of what Draco Meteor looks like in USUM. Back in 2005, there was a contest to name the strongest Dragon-type move for Diamond and Pearl, and the winner was りゅうせいぐん (Ryūseigun; Meteor Shower, a play on りゅう (Ryū) meaning Stream/Swarm when using the kanji 流, and meaning Dragon when using the kanji 龍). Draco Meteor was the localized name of the move, retaining the Dragon and Meteor origins, but obviously not keeping the pun as Dragon isn't a homophone with any part of the term Meteor Shower in English.
Anyway, the other CoroCoro page is from 2005 and shows the original contest, and is likening this contest of naming a Steel-type move to it.
