It was mentioned a few times that Ash has the strongest Pikachu. Unsure if they ever decided to do anything with that, though. Also probably couldn't be the reason why TR has been after Pikachu since season, because there's no way Pikachu was *always* the strongest one of its kind. Must be something else.

But they're not in "EVERY" episode. They're not even in most BW episodes, and are absent from a sizeable chunk of XY and SM.

Do they even mention levels in the anime except in that one trainer school episode? I feel like levels aren't a thing in the show and that episode was just one of those quirks of the series not being defined at the time(like how they had actual fish in a fish tank)
