GSC Rocket was like a mad dog, seeing the last scraps of the old rocket cling onto their past, trying to get a hold of something that was lost long ago. They weren't as powerful as old rocket and that's the point. One of the main themes of Gen 2 is tradition so I'm surprised this went over your head.
Meanwhile flare was just a knock off gen 1 rocket with worse motivations and muh beauty
