> Scizor in generalA low level Scizor of roughly the same level as Bugsy's Scyther (Level 17) wouldn't have access to Steel-Type moves through level up yet, and since Bugsy is an early game Gym Leader he wouldn't likely have complexities to his Pokemon movesets like Egg Moves, Tutor Moves or Remembering Moves. The first Steel-Type move Scizor learns through level up is Metal Claw at Level 21, so Scizor's probably moveset would be; Fury Cutter, Pursuit, False Swipe & Agility (with possible alternatives being Double Team, Quick Attack, Feint and Wing Attack)
> Wooper & TotodileLike I said you could feasibly have a Quagsire at this stage, Level 20 is only slightly above the level range and if you only have two or three Pokemon on your team a Wooper could possibly gain enough Exp. to evolve, in addition Wooper learns both Mudshot and Mud Bomb two decently powered Ground-Type moves before evolving and Mud Shot would work against Scizor speed such that even if Wooper got KO'd the next Pokemon to succeed it like the player's starter may now be able to outspeed Scizor, Mud Bomb is even better for this since its ability to lower accuracy would ruin the effectiveness of Fury Cutter.
As for Totodile, I hadn't actually bothered to look into the Starters since I wanted to go off the presumption that the player could pick any Starter and the situation still works. Regardless, if we're looking at Croconaw (Level 18 is perfectly reasonable for this stage of the game) we've at least got Water Gun plus we have Scary Face to deal with the speed differential. I wouldn't expect a Croconaw to take down the Scizor mind you that's why I didn't bring it up.
