If you enter that room, Hoopa flies in front of you, summons a ring and the legendary comes through it, that would have been cool as fuck and fine.
In addition to that, let Hoopa be accessible ingame without an Event, but make it an requirement to defeat or catch all legendaries which Hoopa summons before you tire Hoopa down and catch it in its own location.
Sadly Gamefreak isnt creative enough for things like these.
