kukui is the royal mask its revealed in literally the first episode royal is in the show, as well as its literally on the wiki page. "He is also the true identity of The Masked Royal (Japanese: ロイヤルマスク Royal Mask)."

I think the royal is actually the Mask itself. See, the mask is a parasite that attaches itself to humans to control them. Right here, it may be a complete stretch, but it kinda looks like Kukui is under its control. There's no solid evidence that it's Kukui but the parasite aspect is pretty much confirmed in game.
