Also its movepool is wide enough to make it kind of unpredictable so it'd be hard to make it balanced imo.
I'd go for something like this

+ 20/15 Defense
+ 30 Sp.Atk
+ 20 Sp.Defense
+ 10/15 Speed (5 points taken from Defense so it'd reach 123 speed and possibly outspeed Greninja's Water Shuriken with its own Mach Punch/Vaccum Wave)
Moxie is there to get rid of the impression of "not strong enough". It's also fast but can still be revenge killed without too much trouble.
Things over 110 Base speed rarely carry a Choice Scarf so if you set up webs, you're pretty much guaranteed to outspeed anything. Combine this with Moxie, and you've got a sweeper.
Overall, it's strong but can be handled.
