Anon, Signal Beam has been a tutor move since Platinum.

Although most of the Pokemon that learn it via Tutor are Electric or Psychic types, while the Bug type that would need it already get Bug Buzz, which is superior.

Pretty sure they did it for Buzzwole

They also replaced it with Absorb for all Pokemon that learned it low levels

Because the trio of elemental TMs is Fire Blast, Thunder, and Blizzard. Notice how Solarbeam is nothing like Fire Blast or Hydro Pump.
