Lusamine doesn't become Nihilego until it fuses with her. She's a dead ringer for Pheromosa until that moment, and after it ends. Lillie was intentionally dressed to resemble Nihilego.

but yeah, pheromosa and lusamine's designs are so clearly intentionally similar that I wouldn't be surprised if at some point in development lusamine was going to transform into an ultra beast, or be revealed to be an ultra beast in disguise.
